Bowe Commission Storyline

PROLOGUE: The End of History

The epilogue is from the fall of the Soviet Union in 1991 until 9/11. It's meant to show the "end of history" as proposed by Fukuyama, but also the new geopolitical reality both inside and outside the Veil, and how they both interconnect: the rise of paracrime from the fall of the Soviet Union, the establishment of the Foundation in the post-Warsaw Pact countries, the increase in paraterrorism and the fall of Prometheus Laboratories in 1998. From here, Willis' goal is basically the plan to take-out 7 countries in 5 years, with his covert operations and start of his partnership with the Foundation to bring the United States geopolitical goals to light.

  • The Cornwall Case: The Cornwall Incident reimagined.
  • SCP-935: While it may seem unrelated to the main conflict, Frederick's role in defeating the curse of his family basically saves Willis' project of forming Omega-7 and his commission. This will also be an important event for the relationship between Willis and Frederick as the commission advances.

ACT ONE: Bowe At War

The first act is from 9/11 to the containment of SCP-105. This is mostly to show the paranoia of the government after the attack on the World Trade Center, and how geopolitical rivalries and the interests of the Foundation and the United States government reached an agreement for the formation of the Bowe Commission — which is shown and build-up from the epilogue. Basically, it's meant to show the first years of the Commission and Omega-7.

  • Air Force One at Site-19: The World Trade Center has been hit. The Pentagon is caught off guard. The National Security Council is trying to figure out the situation. And President Bush seeks protection in Offutt Air Force Base, the covert facility for Site-19. While he discusses the alarming situation with his security council, the O5 Council, General Bowe finally sees that his time has come.
  • [PENDING TITLE]: The Chaos Insurgency launches a series of bioterrorist attacks across the United States in the chaos of post-9/11. All of this happens in a joint UIU-PENTAGRAM investigation format, and it is covered up as Amerithrax.
  • The Draft: Recruitment of key personnel for his commission.
  • [PENDING TITLE]: UIU investigation on the bankruptcy of Enron, discovering it to be an Insurgency front.
  • Rage Against the Dying of the Light: POV from anti-war personnel as he sees why the Foundation and the rest of personnel decide to support the war effort.
  • Fight Terror With Terror: General Bowe discloses the state of the Veil to the National Security Council, with a plan of response in mind.
  • The High Court in the Army's Way: Basically The High Court With The Magic Army, but this time it is O5-8 ("Dogwood") doing his magic and convincing the O5 Council to approve of the Bowe Commission and Omega-7.
  • Neocontainment: Play-word with neoconservatism and containment. Even if General Bowe already has his team assembled, the support of the National Security Council, and the approval of the O5 Council, there's still one more group he must raly support from: Foundation personnel. It explores Bowe's trip to the Foundation as he tries to gather support, and faces his critics. The tale ends with the signing of the mutual agreement between the Foundation and the United States government.
  • Open List: Omega-7 is a go. Now, Dr. Grant must find suitable candidates for this new task force. Possible candidates are explored, Grant denies most of them, until he finally choses SCP-076.
  • Monster On A Leash: Dr. Philip Grant, the Director of the Inter-Anomaly Experimentation Department, now has his first task as the Assistant Director of the Bowe Commission: to find the proper anomaly for the new task force. After days of searching with no luck, he finds not the best candidate, but certainly the most useful: SCP-076-2. Many personnel have told Dr. Grant that 076 is uncontrollable — just the right challenge, because he'll be the man to tame it.
  • Two Bullets in the Head And A Checkmate: "He said yes," General Bowe read. "With just one condition." Willis has his most prized asset in the palm of his hands: SCP-076-2, the supposedly real Abel. However, he’s not the victim of the first fratricide, but a ruthless, blood-thirsty monster. However, he'll now be put to the test by Able: a battle of wits and strength. If he wants his task force to succedd, he'll have to face death.
  • Stay Alert, Stay Alive: Team Overkill's recruitment begins, most don't make it out alive. Ezra Breckenridge and Taylor Rackley are recruited here.
  • Real Adventures in the Military Industrial-Complex: The Bowe Commission is not only interested in utilizing humanoid anomalies, but objects as well. Scientists, engineers, financiers, the brightest minds from the military-industrial complex are called and employed to see what the Foundation has hidden and what they can do with it.
    • Veil Capital: Phineas Frostman and Vincent Anderson, the two partners of their start-up company, Anderson Robotics. After years of trying to make a breakthrough in the technological market, an offer that they cannot refuse walks through their door.
  • The Empire Strikes First: The first deployment of Team Overkill and Omega-7, their shenaniagans in Iraq — Operation First Strike.
  • The Enemy Of My Enemy: Agent Bijhan is imprisoned in Guantanamo Bay, and General Bowe discovers that the agent was more cooperative than he had imagined at first.
  • Bowegate: After the first successful operation of Omega-7, the Serpent's Hand leaks classified documents of the operation to the public, but the scandal is quickly put down and any involved whistleblowers are captured.
  • Operation Dragon Slayer: Prelude to The Warrior and the Dragon.
  • New Friends (or: How My Mad Scientist Dog Got Funding For His Science Project): After keeping an eye on Project Olympia for some time, General Bowe contacts Professor Crow about his interest in Olympia.
  • Presumption of Innocence: Iris' relationship with her boyfriend, Anthony Baker, his murder, and Iris' trial where she was the main suspect.

INTERMISSION I

  • Setting The Tune: Agent Ukelele becomes Dr. Alto Clef.
  • Wrong Place, Wrong Man: Sergeant James Miller, 1st Armored Division, has been deployed to Iraq since the start of the war. It's almost done for his deployment to finish, and he just wants to return home to see his wife and son. However, a last minute operation, filled with miscommunications and wrong intelligence, set him in the wrong place for a man like him.
  • Creationism 101: General Bowe is very frustrated with the lack of information and research about 073 and 076. Assembles a research groups to dig deeper.,

ACT TWO: Plan of Attack

The second act is from Iris' entry to Omega-7 until Able's slow breakdown. The first and second act of this part is meant to show the peak of Omega-7, to actually show the sucess of the task force and the results it brought. However, by the third act of this part, it's meant to show the slow decline of Bowe as Iris becomes more ineffective as an asset from all the pressure, and the mental breakdown of Able, while all of this time Bowe is being pressured more and more from his superiors and suspecting rebellion in his own ranks.

  • You'll get used to it: Iris' early days in her containment, before she's offered to participate in Omega-7.
    • Recollections: A recollection of Iris' reflections through journal entries and drawings about her experience in Site-17 and her recollections of her past life.
  • Serpent's Poison: General Bowe returns to Guantanamo Bay and conducts enhanced interrogation techniques on the captured Serpent's Hand members involved with Bowegate.
  • United Nations' Global Occult Coalition Resolution 011: Following the invasion of Iraq by the United States and the deployment of Omega-7 in Operation First Strike, the Council of 108 and Under-Secretary General D.C. Al Fine involve themselves in the situation.
  • Operation Sunset After-Action Report: After-Action Report of a joint operation between Omega-7 and the Special Activities Division about the results of the search of eigenweapons in Iraq, and the rise of a new rebel faction supported by the Insurgency.
  • National Security Anomaly: General Bowe reports the current situation with Omega-7 to the National Security Council and despite his expectations, it doesn't go as planned. Now, Bowe needs to find new assets while he continues with the operations of his Commission.
  • Thrice The Overreaction: The Three Portlands City Council is at a crossroads, as protests continue against the War in Iraq and the Bowe Commission is pressuring to increase the presence of normalcy organizations in the city. Now, they face their greatest threat: annexation to the United States. While the City Council is paralyzed, General Bowe and Dr. Grant make their next moves.
  • Serpent's Bite: The Little Sisters meet again to discuss the situation related to the state of the Serpent's Hand and their future plans against the Foundation and General Bowe.
  • Job Promotion: Assistant Researcher Adrian Andrews is promoted: from a low-level psychologist to the Head Psychologist of Project Able. And Omega-7 agent.
  • Greater Opportunity: Dr. Philip Grant meets Iris Thompson.
  • David and Goliath: Iris is challenged by Able — show how she actually managed to defeat him. And realizes she might be in trouble.
  • Omega-7 Doesn't Just Hire Anyone: SCP-105 is finally recruited into Omega-7, and is received with mixed reactions.
  • Friday the 13th: Omega-7 goes undercover in a Halloween party for Operation Sewer Worms. Adrian and Iris finally meet.
    • Pscyh Ward: Dr. Dantensen's report about SCP-105's psychological condition after her first operation in Omega-7.
  • SCP-8477: After conventional methods fail to contain a lost Prometheus Laboratories technology, Mobile Task Force Omega-7 ("Pandora's Box") is deployed to put down the anomaly for good.
    • Operation "Final Ashes" After Action Report: General Bowe has a meeting with the O5 Council and his superiors in the Secretary of Defense, and is criticized for Omega-7's performance. General Bowe snaps in his own meeting with Omega-7, and has a confrontation with Adrian Andrews.

INTERMISSION II

  • For Whom The Church's Bell Tolls: Agent Beatrix Maddox discovers SCP-166.
  • How to not play (with) God: General Bowe tries to weaponize/utilize Heavenly Forces, fails spectacularly.

ACT THREE: State of Denial

The third act is Bowe's lost of control of Able, the task force and his commission, until the nuking of Area-25 and Incident Zero. Like the title says, it's the state of denial of Bowe, of how his own pride and self-confidence blinds him from the reality of the situation and ends up exploding in his face — figuratively speaking.

  • Duke 'Till Dawn: Kondraki tries to kill Duke, destroys Site-19 in the process.
    • Of Madman, Vampire and Hard-To-Destroy Reptile: Post-incident conference.
  • Operation Atlantis Scrapyard: A joint operation between Omega-7 and Zeta-9 to explore SCP-110.
  • First Ending: “I am the Alpha and the Omega, the beginning and the end, the First and the Last.”
  • Going Out With A Bang: Sergeant Ezra Breckenridge, Senior Agent Taylor Rackley, and Director Ethan Abeln have to neutralize an unhinged and bloodthirsty Able, while helping evacuate the personnel in Area-25, and they will do their duty or die trying — let's just hope their sacrifice was worth it.

EPILOGUE: The End of an Era

The epilogue probably is the entirety of 2006, with the "stabilization" of the new timeline from Incident Zero until the assignment of Andrea Adams under Dr. Alto Clef.1 It's meant to show the effects of Zero syndrom on the people involved with the Bowe Commission and Omega-7, the end of an era that is meant to be forgotten and the remains of the people who still miss it. The reference to Clash of Civilizations is both a cheeky way to reference the clash of realities and timelines, as well as the future clash of characters and organizations that will happen in Resurrection.

  • Zero Syndrome: SCP article, which is the consequence of Incident Zero and restructuring of the timeline. Symptoms of Zero syndrome are confusion, amnesia, forgetfulness, and even memory loss when trying to remember the actual events of the main timeline. It also causes that plot holes to be filled with contradicting events, which causes contradicting information among personnel and the more involved personnel were with Incident Zero, the more they tend to forget more — so, people outside of the Veil don't experience the symptoms of Zero syndrome.
  • Olympia Project: A project to create the first artificial humanoid SCP, the first stage for the next step in humanity's evolution. Is it a tragedy or a triumph that Professor Crow's vision never came to life?
  • Do Not Go Gentle Into That Good Night: The other half of Dylan Thomas' poem is used here, and it's to show Willis' hospitalization under the effects of Zero syndrome, as he recovers and is barely conscious to know about the situation happening with his commission.
  • A final snapshot before the curtain call: A broken Iris wraps her story with Omega-7 and the Bowe Commission.
